
Twic East County of South Sudan flood disaster management
The Twic East County Progressive agenda will be divided into the following Categories. There are 6 major categories identified as priority at this time. These categories include: 1. Repatriation and Resettlement 2. Sport and music 3. Health 4. Education 5. Security 6. Transportation Repatriation and Resettlement TECAA would like to recommend to Commissioner, Twic East MPs, and Chiefdoms to prioritise Repatriation and resettlement of our people back to Twic East County after the flood. We would like to see a rapid return of our people to homeland. Our people are suffering across the South Sudan, Refugees Camps in Kenya, and Uganda. The issue of Livestock across Equatoria have recently been an issue of major attention that requires immediate Strategy to resolve it before it rise again. We Encourage our people to move their cattle back to Twic East County areas. We also recommend and encourage our people to move out of the displace camps such as Mongalla and Guolyar to establish themselves. We need to break this chain of dependency on UN ration food. We would like to Encourage Agriculture and Crop cultivation through organisation such as Jonglei Food Security. They are cheap and affordable. Each Family can have a big Garden with just $100. It is a role of Payam Leaderships in South Sudan and Diaspora to identify families that can not afford $100 and raise funds for them. The Twic East County can return home within one year with this strategy. We have heard of other plans such moving to Gadiang area of Duk county. We do not have comment on this as it is up to people who lives in South Sudan to choose. We need to bring city home. We would like to encourage our able Government officials to build their Offices, houses, and business in Panyagoor. All our Federal and state Government official should build their offices in Panyagoor so that they have access to people they save. They should only travel to Juba on Government Parliamentary seatings and briefing. We would like to encourage our community to continue planting edible trees as started by the Twic East Musicians. Sport and music Twic East County need to empower youth to establish their sport organisation that will operate in the county. Twic East Youth need to establish Football and Wrestling Tournaments across their Payams within Twiland. Sports such as Wrestling and Soccer will draw Youth and their families to come home. The Twic East Mps, the commissioner together with Paramount chief should sit together to draw a budget to organise tropies, Calves and many other gifts for the competition. We should encourage hosting the musical competition in Panyagoor for all our Twic East Musicians. All these Youth Activities should run by Youth Leadership in Juba, Bor Town, Twic East and Youth Leadership in Diaspora. Health We are very much concerned about the health of our people in South Sudan. Most of our expenditures since we came Australia, America, Canada, and UK. Our main plan was sponsored 5 Medical Students from Twic East to contribute to the health of our people in County after their Graduation from Medical School. Currently, we have managed to Sponsor 3 Students, and they are now in Juba medical school. We would like to address issues related to shortage of medication supplies and Medical Personnel presents. The Twic East County Health can be categorized into the followings Responsibilities. There will be County Administration Responsibilities and Payam administration responsibilities. • County Administration Responsibilities o Panyagoor Hospital o Payam head Quarter health centres • Payam administration Responsibilities o Payam Headquarter Health Centre and o All Clinics across the Payam Bomas o We would like to encourage all our communities to organise mobile clinics to counter deficits in Government health facilities. Education Education is the major key to return of our people. We would like to encourage our people to put more effort into investing on education. We have tried our best to contribute to the education of our people. We have Twic East Girls Scholarship that is doing excellent work in the refugee’s camps and Displace Camp. We would like to see more investment into strengthening our current system of education in our County. We currently have the highest level of education as Secondary School, but we can do better than this. We want to encourage our people to seek investors who can establish Technical Colleges and Universities to bring them close to Home. There are two level of education provision currently in place. There is County Administrative Provision and Payam Administrative Provision. County Secondary School such John Garang Secondary School in Pakuor can be refurbished through County Administrative Authority. Twic East Community Leadership in diaspora would be able to contribute toward this development. The County Administrative Authority together with Payams Administration and the Payams Leadership in diaspora would be able to help refurbish schools Payams areas. We would like to build a best Sciences laboratory, Computer laboratory, Library, and many other research resources in John Garang Secondary School and at Payams Schools. We would like to Our Government official to work hard to bring Network Home So that Our Children have access to Internet and free Wi-Fi in Schools for Studies at Payams and in Toch Area too. Security We are asking our government to apply the rule of law to provide security for the people in our County. We would like to see implementation of the good neighbourhood law which stated that any person threatening or terrorising or holding people hostage must dealt with Government forces. It is not a function of community to arm herself to teeth and apply defends. In the meantime, we would like to suggest that each must contribute young people to provide security for our people. Security is paramount for the resettlement and peace for the Twic East County. Payams Men 1. Pakeer 50 2. Ajuong 50 3. Nyuak 50 4. Kongoor 50 5. Lith 50 Total 250 Can be stationed as outer posts that must supported financially by the community at equal rate of payment. Most of the Twic Payams have tried this before and it works until the recent devastation flood came. We want to see more security investment into ensuring there is no gap between Twic East and Jalle where the enemy can use to penetrate the community and exit easily. If the Government does not care about the security, then we should seek security autonomy. Disarmament have failed so many times. We would like to see disbarment started elsewhere else if the Government start it again. We considered ourselves as peaceful community and we wouldn’t trigger any violent against anyone within the period of disbarment even if we are left behind. The last disarmament that was started with us left our community so Vulnerable like the case of Wunlir raiding in 20th of October 2013. The Government didn’t respond to rescue people or visit the people after killing of more than 80 people. Each Payam requires a pick-up vehicle to facilitate Youth Activities. Each Payam should buy a drone for security purposes. Transportations Transportations comprises of the following categories. • Marine transports • Road Transport • Transport by Air Twic East is in the strategic area in South Sudan. It is surrounded by Murlei (Pibor) to the East, Duk County to Northeast and Bor South to the South. We have the River Nile running from Southwest, West and North West Bordering Yirol on the Western Bank of the River Nile. Marine Transport is essential to be organise so that there is easy transport between the Island in Sudd area. TECAA Australia have started by buying a speed boat under the care of our commissioner. We would like to encourage Each Payam head-chief must make sure there is open water ways between the Islands. Marine transport is essential for fishing and fisheries trading. The dyke repair needs to be prioritised before the flood return. Please put dyke back to Payam division so that every Payam take responsibility of their section. Assistance should be rendered those who are not able to complete their part on time due to severity of the dyke breakage. We would like to encourage our Commissioner, Mps and Government officials to lobby the Government to implement road Construction as soon as possible. We would like our County connected with roads to booth business in the county. We want to see speedy transformation to our Panyagoor airstrip. Build an airport Terminal and runways. Our commissioner needs to come up with a budget that can build world class terminal, commercial toilet in the airport terminal and Invite investors to build hotels for travellers and NGO to rent.
